When are PCs near Vista coming out?
Windows Vista is allready out but for business customers who could purchase those products through Microsoft's volume license program.
It will be available for everyone by the end of January 2007, a\most of the current PC companies close to DELL offer a particularly small (sometimes $10) for vista upgrade, so you can get any PC today near XP but make sure that at hand will be a small upgrade to Vista

I think the answer here is "when Microsoft is moral and ready to release Vista".
