DirectX 10, to put it simply, is a tentative graphics renderer. We're at DirectX 9, which is imo nothing compared to 10. There are already DirectX 10 cards out on the flea market (Check nvidia 8800), and they absolutely blow the directx 9 (currently any card that's not nvidia 8 series) cards away.

If you buy a spanking new pc, turn for the new nVidia cards. Then you're adjectives set for DirectX 10. It's new, so not frequent programs are using it right now. You also inevitability Vista for dx10. If you don't mind vista and nvidia, buy a new comp.
